23.06.06 - POLUTION INCIDENT AT THAMES WATER'S BLACKBIRDS SEWAGE TREATMENT WORKS

Coarse Fishing News from The Environment AgencySome of the contaminated water used to clean up the Buncefield fuel depot stored at a Thames Water sewage treatment works has been accidentally released into the River Colne. It is believed that 800,000 litres of the clean-up water escaped from a storage tank at the Blackbirds sewage treatment works, near Radlett, Herts.

Shortly after notification the Environment Agency began an extensive sampling programme along the length of the River Colne, and these results are expected to be available from Environment Agency laboratories in Leeds early next week. Three Valleys Water Company does not take water from the River Colne for drinking supplies but has been informed of this incident.

The Environment Agency believe the contaminated water was pumped through the sewage treatment works, which may have removed a large amount of the contamination. Environment Agency staff have not discovered evidence of any impact on the fish or other fauna within the river so far, but will continue to investigate.

The cause of the incident is still unknown and will form part of an ongoing investigation. It is the responsibility of the oil companies [Hertfordshire Oil Storage Limited and British Pipelines Agency] to find a safe and environmentally sound solution to the 26million litres of firewater stored since the explosion on December 11 2005. We await their formal submission of their preferred disposal option.

15.06.06 - ANGLERS URGED TO REPORT FISH DEATHS AS SUMMER HEATS UP

Coarse Fishing News from The Environment AgencyThousands of fish have died in waterways across England over past few days in the lead up to tomorrow’s opening day of the coarse fishing season, with freshwater species failing to cope with plunging oxygen levels in the hot weather.

The Environment Agency deployed aerating machines on four separate watercourses in the North-west, Anglia and the Midlands in a bid to reduce fish fatalities, and is calling on England and Wales 1.25 million licensed anglers to alert the Agency if they see fish in distress this summer.

More than 5,000 dead fish have surfaced so far in Cuckoo’s Hollow, a lake near Peterborough; 3,000 were killed on a commercial coarse fishery in Worcester; Captains Pit in Wirral experienced over 1,500 fatalities; and Old Bedford counter drain in Cambridgeshire had over 1,000 fish.

"In hot weather, fast growing freshwater algae increases its activity which can exhaust much of the dissolved oxygen in streams, ponds and lakes, depriving fish species of the oxygen they need to survive,"
said Head of Fisheries at the Environment Agency, Dafydd Evans.

"During daylight hours when photosynthesis proceeds rapidly, plants and algae release surplus oxygen and dissolved oxygen concentration in the water may be around 100 percent. However, at night photosynthesis reverses and algae become a net consumer of oxygen leading to severe depletion of dissolved oxygen concentration."

Most fish kills occur during the early morning hours when dissolved oxygen is at its lowest. With Cuckoo’s Hollow in East Anglia dropping to just five percent oxygen concentration, where normally it resides between 80 and 100 percent. In addition, rapid changes in weather conditions from hot days to rain storms can also cause fish kills. Pollutants and run-off result in poor water quality, while cloudy, cooler weather can cause algal blooms to die, with the composing plant-life releasing vast amounts of carbon dioxide into the water.

Mr Evans said drought conditions in the South-east may also make waterways in that region more susceptible to fish kills this summer.
"The combination of hot weather and low water levels can make fish distressed and lead to death. It’s usually ok to fish during a drought, but anglers should pay careful attention to how the fish are behaving. This might mean fish staying in one place near the surface of the water, gasping for air; swimming very slowly in large groups, and obvious over-crowding. Dead fish are easy to spot, as they float on the surface of the water."

"Fish are a vital part of the ecology of our rivers, streams, lakes and ponds, and their health affects other wildlife. Dead or dying fish can pollute water and the fish themselves experience distress."

Mr Evans also urged managers of commercial fisheries to be proactive by planning for hot weather during summer.
"When fish become distressed during hot periods, Environment Agency resources can often be stretched between a number of waterways."

Cuckoo’s Hollow in Werrington, Peterborough, saw dissolved oxygen levels drop to five percent, resulting in over 5,000 fish mortalities - including roach, pike eels and other coarse species. Old Bedford near Welney in Cambridgeshire saw over 1,000 fish mortalities - including roach, perch, and tench. Aeration work by Environment Agency raised the dissolved oxygen levels to between 50-70%. Captains Pit at Wallasey near Wirral, saw dissolved oxygen levels drop to between 11-18% as the water temperature reached twenty-seven degrees, resulting in over 1,600 fish mortalities. - including roach, perch, and tench.

The Coarse fishing closed season runs from March 15 - June 15 during fish spawning times and applies to all rivers, streams and drains in England & Wales, but does not apply to most still waters.

13.06.06 - MAY ROD PROSECUTIONS

Coarse Fishing News from The Environment AgencyMore than 400 anglers were prosecuted by the Environment Agency in May for fishing without a rod licence.

"Fishing without a licence is an offence and those caught fishing illegally face tough penalties, including fines of up to £2,500 and a ban from fishing. This time around the courts fined the illegal anglers a total of more than £30,000 and charged them an additional £25,000 in costs,"
explained Environment Agency Head of Fisheries Dafydd Evans.

"People who fish without a licence are cheating the system and their fellow anglers. Around £19m is raised through rod licences and invested in fisheries work that benefits all anglers, fish stocks and the waterside environment. Last year more than 4,600 anglers paid almost £600,000 in fines and costs. We expect more prosecutions following the June blitz."

Some anglers believe a licence is valid for 12 months from the date of purchase. This is not the case. All rod licences expire on March 31. So, if you have taken a break from fishing to watch the World Cup remember to check your licence is valid before going back to the riverbank.

Buying a licence couldn’t be easier - there are around 15,000 Post Offices and other outlets which sell them direct; and for a small additional charge they can be purchased over the phone (0870 1662662) or from the EA web site - www.environment-agency.gov.uk/rodlicence any time, day or night.

13.06.06 - ENVIRONMENT AGENCY ENSURES POLLUTING COMPANIES FACE COURT SHAME FOR KILLING FISH

Coarse Fishing News from The Environment AgencyCompanies across England and Wales were fined and charged more than £100,000 by magistrates courts in April and May for pollution incidents which killed more than 5,500 fish. The prosecutions were brought by the Environment Agency.

Spread along waterways in Wales, the Manchester region, the Thames catchment and southern counties, the six most serious pollution prosecutions attracted £78,000 in fines and £28,456 in court costs. While the majority of fish killed were non-target species, up to one thousand were brown trout.

The pollution incidents included:

Dwr Cymru Welsh Water was fined £10,000 after sewage leaked from a public sewer, contaminated a surface water discharge and then entered the Nant Mychydd watercourse at Llantrisant, Rhondda Cynon Taf. More than 800 fish were killed. Llwynypia Magistrates’ Court also ordered the company to pay full costs of £6,686.

Cable and Wireless Plc, based in Swindon, was ordered to pay more than £29,500 by Swindon Magistrates Court on 10 April after polluting a 14km stretch of Westlea Brook, the River Ray and the River Thames on 23 January 2005, with eight tonnes of red diesel. More than 2,000 fish died.

Lectros International Limited, a chemical company, was fined £10,000 (plus £4,354 costs) by Pennine Magistrates’ Court on 8 May for polluting the River Irwell and Langwood Brook with a mixture of fungicide and insecticide. Thousands of minor species and 47 brown trout died.

United Utilities Water Plc was prosecuted for the third time this year after admitting to polluting Rochdale’s River Beal with sewage on Saturday 30 July 2005, killing hundreds of brown trout. The company was fined £7,000 and ordered to pay £4,673 costs by Rochdale Magistrates’ Court.

Southern Water Services Ltd was fined £18,000 and ordered to pay £2,000 costs by Lyndhurst Magistrates Court on Friday 12 May 2006, for a sewage leak that killed hundreds of fish in the Lymington River on Sunday 17 July 2005.

Southern Water Services Ltd was again prosecuted for causing raw sewage to pollute nearly 2km of Sunnyside Stream in East Grinstead on 5 September 2005. The company was fined £9,000 and ordered to pay £1,190 costs at Haywards Heath Magistrates Court. About 466 brown trout, 20 minnows, seven stoneloach and one stickleback died.

12.06.06 - FISHERIES TEAM SEIZE ILLEGAL NET IN KENT RIVER

Coarse Fishing News from The Environment AgencyEnvironment Agency Fisheries Officers have recently seized an illegally set fishing net from a river in Kent. A member of the public had found the net set parallel to the bank and fixed with stakes to the bed of the River Beult. Due to environmental concerns the net was removed immediately, as this river is a Site of Special Scientific Interest (SSSI) and also a conservation area.

The discovery of the net in Kent follows the seizure of over £2,000 worth of Dutch fyke nets from the River Meon at the Titchfield Haven Nature Reserve in Hampshire over the weekend.

Chris Conroy, Environment Agency Fisheries Technical Specialist for Kent said:
"The Environment Agency regulates all methods of fishing in inland waters by a system of licensing. This double-ended fyke net was unlicensed and the owner had failed to fit an otter guard or to mark the location of the net. The Environment Agency will have no hesitation in prosecuting any person responsible for illegal fishing. Our Water Bailiffs are patrolling hotspots on a regular basis and anyone found in contravention of the regulations could face arrest, seizure of equipment, prosecution and fines of up to £2,500."

If members of the public have any information relating to illegal net fishing, they are requested to phone the Environment Agency’s 24-hour incident hotline on 0800 807060.

Coarse Fishing News from The Environment AgencyAlthough most of the country will be probably be in the grip of World Cup fever during June and stuck in front of the television, some people will still be out fishing illegally. However, they face a possible fine of £2,500 and a ban as the Environment Agency prepares to crack down on people fishing without a valid rod licence across England and Wales from June 16 to 25.

Dafydd Evans, Environment Agency Head of Fisheries explained:

"anglers must ensure they have a valid licence before they start fishing, or face the prospect of prosecution. Our fisheries officers have access to databases at the touch of a mobile phone button and can verify address and licence details on the riverbank. Anglers who evade the licence fee are not only breaking the law but also cheating their fellow anglers and we will leave no stone unturned in tracking them down."

"Most anglers understand that rod licence fees are necessary and know the revenue goes towards maintaining and enhancing fisheries and fish stocks. The work includes disease detection, fish rescues, monitoring fish stocks and developing angling opportunities. Nearly 700 people were caught fishing without a rod licence over the May Day Bank Holiday weekend. Some anglers believe a licence is valid for 12 months from the date of purchase. This is not the case. All rod licences expire on March 31."
